Bio ~ Cicely Waters
Director of Communications
Cicely L. Waters serves as the Director of Communications for the Federal Motor Carrier Safety Administration (FMCSA), an agency within the U.S. Department of Transportation. In this role, she leads the agency’s national strategic communications program, oversees media relations and public affairs, serves as the agency’s chief spokesperson, and directs the team responsible for executive communications, digital communications, stakeholder engagement, and internal communications.
Before joining FMCSA, Ms. Waters served as Director of External Affairs at the U.S. Department of Health and Human Services, where she led communications, legislative affairs, and stakeholder engagement efforts across the Department. Previously, she served as Director of Crisis and Incident Communications at the U.S. Department of Homeland Security, where she managed the National Joint Information Center, coordinated federal communications during nationally significant incidents on behalf of the White House, and established federal policy for Emergency Support Function 15 (External Affairs).
